Discharge is the part that actually matters

Gutters are rarely regulated; where they discharge engages city stormwater expectations and, locally, geology. Concentrated release into ground over carbonate bedrock is worth avoiding, and on sloping lots a downspout that ends near the wall simply returns the water to the foundation it was meant to protect. Red clay compounds this by holding what does not drain away.
